    On July 21, President Obama signed into law the Dodd-Frank Wall Street Reform and Consumer Protection Act, containing significant interchange swipe fee reform provisions. Provisions within the package, known as the Durbin Amendment, direct the Federal Reserve to issue rules to ensure that debit card interchange fees, also known as swipe fees, are reasonable and proportional to the processing costs incurred.
