
When Governor Wolf signed HB 1690 PN 2653 on June 8, 2016, the phones in PFMA headquarters began to ring off the hook. A summary of the 183 page bill has recently been distributed to dozens of members interested in wine sales.
The act provides for the auction of about 1,000 Restaurant licenses that have expired. The auction process and dozens of other licensing and policy decisions must be made by PLCB board members, Chief Counsel Rodrigo Diaz and staff in the coming months. Simply, we are now sailing in uncharted waters.
After discussion with PFMA officers, legislative leaders and legal advisors, the following concept
has emerged:
• PFMA staff and legal advisors will develop a suggested draft implementation plan for HB 1690, now Act 39.
• A committee of interested members will be convened to review and approve the proposed implementation plan.
• The document will be shared with PLCB officials and legislative leaders.
• If a public education/media plan is needed, the committee, staff and consultants will create the campaign and make it available to all members.
In addition to the above, members and staff will continue to advocate for a new permit for food stores that will allow the sale of wine for off-premises consumption only.
