
Following a trend of other cities, the City of Harrisburg has proposed an ordinance mandating employers to offer employees up to 40 hours of sick time per year. It would affect all employers with 10 or more employees.
Sick leave mandates have passed recently in Philadelphia and Pittsburgh, although the Pittsburgh mandate is under legal challenge. The Pennsylvania legislature is currently considering Senate Bill 333, which would preempt any local paid leave mandates.
With the expiration of the city legislative session and with prime sponsor Councilman Brad Koslinski having lost his reelection bid, the proposal will not be considered in 2015. However, it may resurface in future legislative sessions, depending on the outcome of the Pittsburgh litigation, the fate of SB 333, and another sponsor from the council to pick up the torch.
