
Twenty years ago “We Card” started working to combat underage tobacco sales. As the organization continues to encourage retailers to implement education and training for their associates this month, it’s important to recognize that the program, along with the Snyar amendment, has helped improve compliance through the years.
To comply with the Synar regulations, each state must have in effect a law prohibiting any manufacturer, retailer, or distributor of tobacco products from selling or distributing such products to any individual under age 18. Following the first compliance checks in 1996, the national weighted retailer violation rate (RVR) was 40.1 percent. In 2013, the national RVR rate was 9.6 percent. That RVR increased slightly form 9.1 percent in 2013. Let’s continue to improve those numbers by educating and training associates to prevent underage tobacco sales.
