On December 16, 2014, President Obama signed a government funding bill (the Consolidated and Further Continuing Appropriations Act of 2015) which includes an industry-supported provision that suspends the Federal Motor Carrier Safety Administration's (FMCSA) Hours of Service (HOS) rules requiring truck drivers to take a 34-hour rest break once per week for two periods between the hours of 1 a.m. to 5 a.m. The provision suspends enforcement of the rule until October 1, 2015 or until the FMCSA completes a study on the rule's effectiveness in promoting highway safety.
