Colleen DeFrank
Colleen DeFrank serves as Chief of Staff for Senate Democratic Leader Jay Costa.
Embracing her love of government and politics, DeFrank has spent her entire professional career in public service, with most of her career in various positions within the Pennsylvania Senate. Upon graduation from college, she began her career as a research analyst for the Senate Democratic Caucus. DeFrank has also served on the redistricting team for the caucus and was Caucus Legislative Director for two Minority Leaders. She also served as Chief of Staff to the Senate Democratic Caucus Chairman Wayne Fontana and as a legislative specialist for the Pennsylvania Department of Community and Economic Development.
Aside from her legislative roles, DeFrank has worked on several state legislative campaigns in positions such as campaign manager, field director, volunteer coordinator and Get-Out-The-Vote coordinator.
A lifelong Pennsylvanian, DeFrank is a native of Luzerne County and currently lives in the Harrisburg area with her husband, Steve, and their two daughters, Brynn and Paige.
Sarah Gallo
Sarah Gallo is senior vice president, product policy and federal affairs, at the Consumer Brands Association. In her role, Gallo holistically oversees Consumer Brands’ policy leadership on smart regulation issues from advocacy through education to marketplace solutions.
Prior to joining Consumer Brands, she served as vice president, agriculture and environment, for the Biotechnology Innovation Organization. There, Gallo led the organization’s strategy across agriculture, food systems, energy, and bio-based manufacturing.
Before that, Gallo held roles at CHS Inc., the National Corn Growers Association and as Agriculture Counsel with the U.S. House of Representatives Committee on Small Business.
Gallo graduated from Boston University with a Bachelor of Arts in marine biology. She resides in Arlington, Virginia, with her husband and two young children.
Andy Harig
Andy Harig is vice president, tax, trade, sustainability and policy development, at FMI. He is responsible for lobbying Congress and the Administration on behalf of FMI’s members, with a focus on sustainability, agriculture, taxes, trade and pensions.
Prior to joining FMI, Harig was an associate trade advisor and speechwriter for the Senate Finance Committee under Chairman Max Baucus (D-MT). From 1999-2001, he was the senior research associate for the Global Economic Policy Project at the New America Foundation, a Washington, D.C.-based think tank.
Harig holds a B.A. from the College of William and Mary and an M.A. from DePaul University in Chicago, IL.
Chris Nicholas
Eagle Consulting’s founder, Christopher Nicholas, has carved out a career as an award-winning GOP political and public affairs consultant with a 40-year proven record of problem-solving and winning difficult races.
Nicholas is frequently cited in the media both here and abroad, and he serves as the GOP analyst on “This Week in Pennsylvania,” the only statewide TV show that focuses on state politics.
He has garnered numerous industry ‘Pollie’ awards from the AAPC for the direct mail, digital and he has produced for campaigns and Independent Expenditure (IE) efforts across the country.
Originally from Bucks County, Nicholas graduated from American University in Washington, D.C. A Junior Achievement volunteer and a former Cub Scout leader, he served as president of the Board of Directors of St. Stephen’s Episcopal School in Harrisburg for five years. Nicholas and his family reside in Central Pennsylvania.
T.J. Rooney
T.J. Rooney is the founder and president of Tri-State Strategies PA and co-founder and a senior partner of the Rooney Novak Isenhour Group. Rooney works with clients in a broad range of industries including, energy, healthcare, mental health, gaming and government outsourcing. Prior to his service in public office, T.J. held licenses in insurance and real estate.
Rooney began his political career in 1992 when he was elected to the Pennsylvania House of Representatives in the 133rd District representing Northampton and Lehigh Counties. He served for seven consecutive terms (1993-2006).
In 2003, Rooney assumed leadership of the Pennsylvania House Democratic Campaign Committee where he distinguished himself as a prolific fundraiser and astute strategist. His success as fundraiser and political strategist led him to key political positions statewide and nationally.
Rooney is a sought-after speaker and is frequently interviewed and quoted by the media. He is a favorite of statewide political news outlets as well as Philadelphia talk radio programs. He shares a column on Pennsylvania Politics with Alan Novak, his long-time friend and political rival, which appears in the Philadelphia Inquirer. Rooney and Novak regularly lecture aspiring political science students at institutions such as the University of Pennsylvania, Saint Joseph’s University and Dickinson College.
Mike Schwoyer
Mike Schwoyer is deputy chief of staff and special counsel for legislation and policy to the House Democratic Leader. He drafts legislation for, and provides advice and counsel to, the leader, members and staff of the House Democratic Caucus.
Previously, Schwoyer served as chief enforcement counsel to the Pennsylvania Gaming Control Board, chief counsel and executive director of the House Judiciary Committee, and chief deputy district attorney of Cumberland County. Schwoyer also served as chairman of the Cumberland County Victims of Crime Act Funding Committee and in 2004 was honored for his efforts in support of crime victim services as the recipient of the Governor’s Victim Service Allied Professional Pathfinder’s Award and the Cumberland County Victim Advocacy Award.
Schwoyer is a Pennsylvania Uniform Law Commission member, served on the Criminal Records Accuracy and Veteran’s Court Drafting Committees of the ULC and currently serves on the ULC’s Criminal Justice Reform Committee. He received his B.A. in political science from The Pennsylvania State University and his J.D. from Penn State The Dickinson School of Law.
Rick Siger
On May 3, 2023, the Pennsylvania Senate unanimously confirmed Governor Josh Shapiro’s nomination of Rick Siger as the Secretary of the Department of Community and Economic Development.
In his current role, Rick leads the commonwealth’s efforts to grow our economy and build a better future for Pennsylvanians. He is committed to helping small businesses thrive, spurring innovation, and increasing opportunities in communities to make Pennsylvania a national leader in growth and innovation.
Prior to his current role, Rick served as Chief of Staff and Senior Advisor to the President at Carnegie Mellon University (CMU) in Pittsburgh and led CMU’s growth strategy at Hazelwood Green, a former Pittsburgh industrial site re-envisioned as a new model for economic development and translational research.
Rick served President Barack Obama for more than seven years in multiple roles, including as Chief of Staff at the White House Office of Science and Technology Policy (OSTP) and Deputy Chief of Staff at the Department of Commerce. He also worked as former Governor Tim Kaine’s Deputy Secretary of Commerce and Trade in the Commonwealth of Virginia.
Rick was born and raised in Pittsburgh and currently lives there with his wife Kinsey Casey, daughter Margaret, and dog Amos. He holds a B.A. in political science from Columbia University.
Jake Smeltz
Jake Smeltz is a public service professional currently serving as chief of staff to the Republican leader of the Pennsylvania House of Representatives.
With 23 years of experience in both chambers of the General Assembly, Smeltz has held key staff roles, including legislative research analyst, budget analyst, policy director for the Senate majority caucus chairman, chief of staff for the Senate Appropriations Committee chairman, executive director of the House Consumer Affairs Committee, special projects coordinator for the House Republican leader, and chief of staff to both a state senator and the House majority leader. He has also served as chief of staff to the Speaker of the House.
For five years, Smeltz was president of the Electric Power Generation Association, the state’s largest trade group representing electric generating units. The association’s members operated over 125,000 megawatts of capacity, including coal-fired, natural gas-fired, nuclear, and hydroelectric plants.
In addition to his state government work, Smeltz has been active in local government, serving as a borough councilor, a member of a township land development and planning commission, a school board member, and on two municipal sewer authorities for over 13 years.
In his spare time, Smeltz enjoys playing guitar, working on home projects, and managing political campaigns. He is also involved in public service efforts with members of the classic rock group the Steve Miller Band.
Smeltz holds a bachelor’s degree in criminal justice and a master’s degree in public administration from Shippensburg University. He attends LCBC Church and is committed to living a purpose-driven life focused on serving others.
He resides in Mount Joy, Lancaster County, Pennsylvania, with his wife and two sons, Noah and Ryan

Jon Taets
Jon Taets joined NACS as its director of government relations in 2014. Previously, he spent several years as legislative director in the office of Congressman Leonard Lance from New Jersey’s 7th Congressional District, where he managed the congressman’s Energy and Commerce Committee portfolio.
Earlier in his career, Taets served as legislative assistant and director of communications for New York Congressman Vito Fossella. Taets earned a BA in political science from Hartwick College.
